Procurement Governance for Home Grown School Feeding Project -
Production of Learning Document
“Increasing business orientation of Producer Organisations for successful inclusion in supply chains to school feeding”
SNV is a not-for-profit international development organisation. Founded in the Netherlands 50 years ago, we have built a long-term, local presence in 39 of the poorest countries in Asia, Africa and Latin America. Our global team of local and international advisors works with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.
The Procurement Governance for Home Grown School Feeding (PG-HGSF) project is implemented by SNV USA in Kenya, Ghana and Mali with the aim to improve the access of smallholder farmers to government-led school feeding programmes. The project focuses on 3 topics: the procurement process, the supply chain, and social accountability; for each, the project seeks to identify opportunities to increase smallholder farmer inclusion and develop these opportunities by way of pilot interventions at the district level together with local stakeholders.
For this Learning Document, SNV is looking for a consultant who can document and assess the project’s experience of strengthening POs for participation in the government-led school feeding market, as well as the experience of comparable initiatives and general PO strengthening for market access.
Objectives of the consultancy:
1. Assess the PO-strengthening interventions of the project as a means to enable their members (smallholder farmers, men and women) to sell their products to government-led school feeding programmes.
2. Include an analysis of other similar experiences, and propose additional solutions for strengthening POs for the same purposes.
The above diagram can be a used to structure the analysis, but the consultant is free to improve or change it.
Methodology:
· SNV will provide the relevant project studies and reports to the consultant, as well as other documentation from external sources. The consultant is expected to propose additional documents.
· The consultant will develop an analytical framework for assessing the different experiences, which will be discussed with the project team.
· The total number of experiences from the project to be assessed will be around 10.
· Additionally, the consultant will assess at least 5 external comparable cases proposed by the consultant and to be agreed upon with the project team.
· The consultant will present a draft document for review and comment by the project team. The comments will be incorporated in the final version.
· The general contact person of the project team is the Senior Technical Advisor. If necessary, a contact person for every country will be assigned.
Application Procedure:
The consultant should submit an expression of interest, including:
I - A research proposal that includes:
Research background and significance.
A clear methodology, including how the consultant will work with country teams.
A timeline for completing the document.
A literature review, citing documentation that the consultant will use if selected for this assignment.
II - Consultant’s CV with experience and publications relevant to this assignment.
III - Comprehensive budget for completing the assignment.
The consultant will be able to do most of the work without travelling. The proposal may include a plan for in situ consultation if necessary. He/she must have a good Skype connection. An ability to read French documentation is advantageous.
The deadline for submitting a proposal, with proposed fee, is October 31, 2014.
