Oxford's Congestion Charge Starts from Wednesday 29th October 2025

Hollow Way will operate peak hours only Monday to Saturday (not Sunday)
7am to 9am & 3pm to 6pm
Vans, motorbikes and lorries are exempt and do not need to apply for a permit

To access Smith and Low and avoid the congestion charge at any time you can enter and leave Hollow Way from Oxford Road and Garsington Road (Cowley Side)

Automatic Number Plate Recognition (ANPR) cameras monitor the charging zones
Location of the camera is at the top of Hollow Way near the Barracks just past James Wolfe Road

If you do pass through the zone a charge of £5 is payable once per day, regardless of the number of times a vehicle passes through any of the six charging zones, and must be paid by midnight the day after travel to avoid a £70 fine.
