As per 30 September 2016, Dirjen Perhubungan Laut Indonesia (Seacom) has issued 70 SIUPPAK (Recruitment & Placement Seafarers Agency's License) to Indonesia Crewing Agencies.
SIUPPAK certification is intend to make sure that the crewing agency comply with the requirement based on Ministerial Regulation Number PM.84 Year 2013 concerning recruitment and placement of seafarers on board vessel and comply to the provision under the Maritime Labour Convention (MLC) 2006 and its amendments.
SIUPAK Holders have been endorsed to involve and take part in the new online system of monitoring Indonesian seafarers which is called Crew Monitoring System (CMS). This system is intended to monitor the seafarers, where are they, who and where is the the principal, the name of the ship, the agency in Indonesia, the scale of the salary and all important records of the seafarers.
This CMS is integrated with online data of Indonesian Seafarers at http://pelaut.dephub.go.id/ which records all Indonesian Seafarers data, including when they will leave the country to sign on the vessel and when they will return. This system to be expected at January 2017 will collaborate with immigration in the airport to stop the seafarers leave the country without being recognized by the integrated Seacom-Immigration System in monitoring them. This is a real action of Indonesia government (seacom) to protect and monitor all Indonesian seafarers to make sure they are well treated as regulation and MLC Convention to avoid human trafficking practice and improper action.
