Another example of NIMBY madness - in this case activists trying to stop the creation of badly needed local housing. How ironic, since many of the opponents of this housing project also oppose 850 Route 28 - these same folks suggested at the recent public hearing that the land at 850 should be used to build.....HOUSING!!!!

Outside activists are seeking to have the state step in and stop the entire application of 850 Route 28 project, completely ignoring New York constitutional law on HOME RULE (where
towns or municipalities can manage their own affairs by passing laws to govern themselves as they see fit). These activists have also sought to enlist officials from the neighboring towns of Woodstock, City of Kingston, Town of Hurley, Town of Ulster and Ulster County to interfere on their behest to stop the proposed 850 Route 28 project.
IMPORTANT NOTE, Onteora Lake and most of the Bluestone Forest - the park the activists wish to 'protect' - reside within the Town of Kingston!
Thus far surrounding municipalities have respected HOME RULE law, however outside activists continue to pressure Town of Kingston officials and enlist local, county and state officials to intervene on their behest.

If you support a healthy local tax base, good paying jobs, economic vitality for generations to come, and respect for HOME RULE, let your town officials know now - the Town of Kingston should decide its own fate, and not be bullied by outside groups.

Is NIMBY (not in my back yard) partly a reflection of BIAS?
We don't know about everyone's motivation, but this page has received a number of surprising FB messages 'informing us' that the 850 project "should be built in Newark" or other 'urban centers'. Note that these 'suggested alternative areas happen to have a very different demographic than Ulster, and urban areas have a long history of being environmentally oppressed by powerful interests - often excused in the name of NIMBY.

The 850 Route 28 site is NOT in the middle of forest, but literally only feet away from the center of the Town of Kingston commercial district, less than 4 miles from Uptown City of Kingston and the Village of Woodstock; the site is a quarry/mine, already carved up and barren; and active mining still occurs less than 1/2 mile away from the site, and BTW adjacent to the Bluestone Forest (do opponents want to shut that mine down too????). The Bluestone Forest is in reality an URBAN PARK - not in the middle of the great Catskill State Park. Infrastructure is needed locally - it will create jobs, much needed tax revenue, and economic vitality for the area.

Its time to focus on what is needed for the Town of Kingston and its future.

LOOK AT THIS MAP
The Town of Kingston Business District is closer to Onteora Lake than the planned 850 Route 28 project. And Pickerel Pond has no easy access - only able-bodied trekers can access it walking miles from the Onteora Lake parking lot or off Morey Hill Road. Pickerel Pond is a very recent addition to the Bluestone Forest (added AFTER 850 Route 28 project was proposed to the Town of Kingston planning board). In sum - the Bluestone Forest and Onteora Lake are URBAN PARKS, not 'wilderness parks' as some contend. The 850 Route 28 is and has been zoned for commercial use, and signficant developments/commerical operations surrounds the Forest already.

IMPORTANT TO NOTE: What opponents are seeking to do is REMOVE existing commercial zones in order to grow an expanding park. Is this part of the Town of Kingston commprehensive plan? Endless parks with little tax base? and few jobs? Was this 'expanding parklands' plan ever presented and discussed by the Town of Kingston community and boards?

Its time to ask questions of activists who oppose 850 Route 28 - do you want to expand the Bluestone Forest into more commercial zones? do you want to limit development in the Town of Kingston?

FOR THE RECORD/FALSE CLAIM BY OPPONENTS:
The 850 Route 28 developer submitteed its application for development in July 2018. The Town of Kingston and NYS' various departments (example: https://850route28.com/pdf/Archaeological/2018%2007%2024_OPRHP%20No%20Impact_.pdf) were well aware of the 850 Route 28 application and plans by the summer of 2018. The next year, 2019, Open Space Institute purchased 208 acres next to 850 property and donates the land to NYS DEC, effectively surrounding the 850 site on 3 sides. And only this past summer, during the middle of a pandemic, did Woodstock Land Conservancy and NYS DEC quietly put in trails that come right up next to the 850 property.

The claims by some activists - that 850 Route 28 should 'never have submitted plans to build inside a state forest' are ignoring an important fact - 850 Route 28's PLANS CAME FIRST, and unlike the 'off the tax rolls' state forest, 850 plans to add significant new tax revenue and many good paying jobs to the Town of Kingston and Ulster County. The Town of Kingston already has 40% of the town in protected state forest land. BTW, there are many examples of state lands and forests near commercial and industrial sites.

OSI, WLC, CMK have made repeated claims that 'no one knew' of the developer's plans ahead of time when they planned to buy the 208 acres, and that 850 shouldn't be built because it will be surrounded by forest. That is categorically NOT TRUE, nor was that the original plan for 850 Route 28.

About 850 Route 28 LLC

The Proposed 850 Route 28 Project will create pre-cast concrete infrastructure needed for road and bridge construction, and repair projects in Ulster County, Hudson Valley, and throughout New York State. The materials used to create these infrastructure components will include rock, pre-cast concrete, water, and steel rods/planks [brought in, not manufactured on site]. No chemical ingredients will be used in the production process.

The proposed buildings for the project will be situated within a formerly abandoned open rock quarry, currently unsuitable for most uses (see images). The existing forest cover and surrounding hills will conceal the site from view on Route 28 and adjacent properties.

850 Route 28 LLC will:

Transform an unproductive, desolate, and abandoned site into a new business making much-needed infrastructure material for local use
